Bringing your facilities into compliance with the law: how to meet the ÉLAN law and the BACS decree?

With the objective of a progressive reduction in energy consumption, the ÉLAN law mandates energy renovation for tertiary buildings. Their owners must carry out energy-saving work by 2050. Tertiary buildings larger than 1,000 m² will therefore have to reduce their energy consumption:

  • by 40% by 2030,
  • 50% by 2040
  • and 60% by 2050.

The BACS (Building Automation and Control System) decree complements the ÉLAN law and requires owners of new or existing tertiary buildings to install an energy management system. The equipment concerned includes heating, air conditioning, and ventilation.

In summary, the ÉLAN law sets energy consumption reduction targets, and the BACS decree imposes a technical means to achieve them by equipping buildings with control systems.

In the face of these new challenges, Building Management Systems (BMS) are the solution to implement.

How to implement a Building Management System (BMS)?

To monitor the energy consumption of tertiary buildings and regulate it according to the needs of its users, installing a Building Management System (BMS) is the essential solution.

BMS allows for remote control of the performance of various equipment (heating, air conditioning, ventilation). Many scenarios are possible, depending on the buildings and their uses, from managing an entire floor to individual room management. It also allows for the analysis of the energy efficiency of these systems through constant comparison with reference values, thus detecting energy losses and areas for improvement.

The BACS decree classifies BMS systems to evaluate their effectiveness in building management and control, from class A (most efficient) to class D (least efficient). The installed BMS system must be class A or B (high-performance or advanced).

This BMS system is the essential solution, enabling energy expenditure optimization by controlling costs.

Where to install a Building Management System (BMS)?

Tertiary buildings equipped with heating, air conditioning, or ventilation:

  • whose equipment power exceeds 290 kW are obliged to install a BMS by January 1, 2025,
  • those whose power exceeds 70 kW must comply by January 1, 2027.

Although the application areas can be broader, the installation of Building Management Systems therefore concretely concerns:

  • offices,
  • shops,
  • schools,
  • administrations,
  • logistics warehouses...
